Issue with groupLevel 'All Uses'

I'm wondering can you help, I have a user who's attempting to run the following query on JIRA v6.3.14:
issueFunction not in commented('after -8d by user groupLevel All Users')
Unfortunately they are receiving the following message:
_Argument not properly formed.
The argument should be in the form ("by jbloggs"), or any of ("by jbloggs on Date after Date before Date inRole Role inGroup Group roleLevel Role groupLevel Group"). Date can be either a date or an expression like -5d or -8w._
It looks like the JQL wont recognize the statement due to the whitespace within 'All Users'.
Can you assist in identifying a possible work around if there is one?
The goal is to search for issues where a comment has not been made within a specific time interval and does not have a groupLevel restriction. If we include 'jira-users', 'Developers', etc in the query it will work but when substituted with 'All Users' it will not.
Any help is much appreciated.

Its more to do with the white spaces contained within the group name as we have some naming conventions which have white spaces and when I try to search on them I'm receiving the same message.

If I try combinations of concatenating / encasing the group name it still doesn't work. I think simply there's a bug when it comes to reading any name with white spaces as opposed to the presence or absence of the individual roles.
Would it be possible for you to confirm?

Hrm... You could try using double quotes, but I don't think it will work, because "All Users" is not a real role level, it's just the absence of a role level.
Maybe you could try
issueFunction in commented('after -8d by user role X') and issueFunction in commented('after -8d by user role Y')
for all role levels... not very elegant.
