"Reindex issues" doesn't seem to reindex issues when issue security level is changed in the jiraissue table

I updated the database to change project security scheme and security level for all issues in the project.
Upon jira restart, the project security scheme shows correctly on the project setting. New issue security level seems correct in each issue view. However, filter still shows the old security level.
Running the built in script "Reindex issues" doesn't have any effect. The same filter still shows the old security level on the issues although the issues have the new security level.
This seems to be a bug but please let me know if there are additional step(s) that I have to do to set up the plugin correctly.
stand alone jira 4.3.3 on tomcat 6.0.32
